Altyn Visa, Business Visa and Skilled Worker Visa in Kazakhstan

President Kassym-Jomart Tokayev has signed the Decree “On Measures to Improve Migration Policy”, aimed at attracting highly qualified specialists, investors, and talented professionals to the country. The document introduces a large-scale digital reform and a full transition from a permissive-quota model to a stimulating one. The main goal is to turn Kazakhstan into a regional hub for investment and talent.

The Government has been tasked with fully implementing all changes by the end of 2026. Visa categories will be unified, and three new main types of visas will be introduced:

  • Business Visa — for investors and members of boards of directors;
  • Qualified Worker Visa — for scientists, doctors, cultural figures, and graduates of leading world universities;
  • Temporary Worker Visa — for participants in specific investment projects.

Special attention is given to the introduction of the “Altyn Visa” (Golden Visa). It will be available to investors and highly qualified specialists (IT professionals will have a processing time of just one month). Holders of the Altyn Visa and their family members will receive a status almost equivalent to that of Kazakh citizens:

  • Full exemption from personal income tax (PIT), property tax, and land tax;
  • Exemption from universal income declaration;
  • Digital Resident ID for access to public services and banking;
  • Automatic recognition of diplomas from leading foreign universities without nostrification.
